very appointment of an independent Commission d. attract attention to the Colony and the

selection of a Chairman whose influence would

run beyond the confines of the Island, could

not fail to do it good.

For all these reasons, apart from

those advanced in the memorandum within, I venture to suggest that an independent Commission is much

to be preferred. That is not to say that there should be no local representation on such a

Commission, for one of the members could quite well

be appointed from local business men as was the

case with the Ceylon Salaries Commission of 1920

which forms a model for Commissions of this kind.
